To secure power supply for the 100th Anniversary of the CPC, Longyuan Power, since June, has made arrangements based on facts of workplace safety, strengthened supervision, made detailed measures, identified and rectified shortcomings and faults, improved mechanisms, and introduced a number of measures to secure power supply and ensure equipment and personal safety during the celebration. In this way, the company makes every effort to create a safe and stable power supply environment for celebrating the 100th Anniversary of the CPC.

Organize and arrange in the conscientious way

Longyuan Power has established the leading panel for power supply headed by the Party and administrative principals, and four special groups for power generation safety, for engineering safety, for epidemic prevention and control, security and stability, and for Internet information security. The company has formulated the master plan for power supply and four special plans. From nine perspectives of power security risk research and judgment, infrastructure and outsourcing security, network and information security, epidemic prevention and control, security and anti-terrorism prevention, emergency management and duty schedule, so as to clarify the division of responsibilities, main tasks and schedule, coordinate the plans, resources and timetables. All departments have deeply studied the company’s power supply plan, and detailed the power supply measures by considering the realities together with local public security and power grid departments.

Those who share the same desire will win, and those who work together will win. In order to unify thinking and pool strength, and ensure all employees in the company fully understand their responsibilities and master power supply measures, Longyuan Power and its departments publicizes and implements the power supply work by holding safety committee meetings, work safety analysis meetings, special meetings and “two meetings and one activity” on the site, so as to divide tasks among people and translate the measures and requirements of the superior into the specific work items on each post. In this way, it gives full play to the role of all employees, and earnestly achieves “well-developed organizing, measures and practice”.

Strengthen supervision and crucial prevention

All departments of Longyuan Power have effectively strengthened the risk prevention and control in the whole process of operation, earnestly implemented the “three measures and two cases” and the standardized operation “ticket, card and package” for all kinds of maintenance work, and solidly carried out operation risk analysis and preliminary control. In principle, no high-risk operation shall be arranged during power supply security, and higher operation monitoring level shall be adopted for major operations and important operations that must be carried out. The company has strictly met the requirements of “ten must do and two strict measures” of the Group and ‘five requirements and five prohibitions” of Longyuan Power, secured outsourcing safety control in an all-round and whole process, and ensured that project management personnel and safety supervisors are in place for high-risk operations such as large component transportation, fan hoisting, tower assembly and line hanging, high-voltage test and cross operation in infrastructure projects while replacing large components on the production site. Executives in charge of high-risk operations such as preliminary test of power transmission and transformation equipment and blade maintenance and personnel from safety and production departments must be in place. The Safety and Environment Department of the headquarters adopts various methods such as remote video inspection and “four prohibitions and two direct measures” to carry out power supply supervision, and the safety supervisors of grass-roots enterprises conduct in-depth on-site inspection, forming a strict safety supervision mechanism.

In addition, all departments have focused on strengthening the supervision and management of Internet and information security, emphasizing on power supply of key power information infrastructures and business systems, and strengthening the real-time monitoring of station computer system, power dispatching data network and power dispatching automation system; besides, it has strictly implemented epidemic prevention measures in accordance with the epidemic prevention and control requirements of the local governments; strengthened the security of important power facilities and the anti-terrorism prevention of the power industry, carried out special inspections, strengthened patrol, and made every effort to do a good job in power supply to ensure the safety of important equipment and facilities. According to the regional and seasonal characteristics, various fire prevention measures have been adopted, and the potential fire hazards have been eliminated.

Make self check to find and correct mistakes and faults

According to the specific requirements for power supply for the 100th Anniversary of the CPC, all departments in Longyuan Power have carried out special inspections, focusing on the responsibilities, schemes and measures of power supply and including the major problems and hidden dangers found in the inspection in the “two lists” for unified management. At the same time, they have carefully identified problems found in securing the power supply for Spring Festival and NPC and CPPCC sessions, self-inspection self, regional joint inspection and supervision of the company’s headquarters while formulating practical rectification plans according to the rectification requirements, so as to ensure all problems are effectively resolved according to the principle of “five musts”. All departments have rectified a number of hidden dangers and defects in self inspection and correction, formulated rectification plans for remaining problems and taken preventive measures.

Longyuan Power has formulated a plan for full coverage supervision of safety and environmental protection of its departments. Led by the Safety and Environmental Protection Supervision Department of the headquarters, a special supervision team is formed together with the Production and Operation Department and the Engineering Department to carry out in-depth supervision on the implementation of power supply measures, the implementation of annual key work tasks, safety and environmental protection management of production and infrastructure projects, and completed the full coverage supervision of 30 departments. The Safety and Environment Department shall urge the inspected departments to implement the closed-loop management process of hidden dangers and defects, and grasp the rectification progress in real time through the production control system. Through self inspection and correction, supervision and rectification, all departments have improved various measures, eliminated weak work, and laid a solid foundation for power supply to celebrate the 100th Anniversary of the CPC.

Make sufficient preparations for emergency response

According to the deployment of the “cornerstone project” of the China Energy, Longyuan Power has steadily promoted the construction of emergency management intelligent system, organized its departments to formulate and improve the special emergency plan for power supply, established a part-time emergency team relying on the station’s own strength, and set up a cooperative mechanism with social rescue institutions as needed. Each station has made a solid reserve of emergency equipment and materials, and regularly carried out maintenance and testing to ensure that materials and equipment are available at any time. All departments have strengthened communications with public security and emergency departments while improving the emergency coordination and linkage mechanism, strengthening risk monitoring and early warning to ensure that once an emergency occurs, it can quickly start emergency response, quickly allocate emergency teams, equipment and materials, and minimize the impact and loss.

According to the production and seasonal characteristics of wind power, all departments have organized and carried out targeted special emergency drills, including personal electric shock, fan fire, falling from height, flood control, maritime rescue, etc. Through the drill, the accuracy of the emergency plan, the rapidity of response, the reserve of materials and the mastery of personnel have been tested. In view of the problems exposed in the drill, all departments have taken  rectification and improvement measures, so as to comprehensively improve the basic support, process control and emergency disposal ability, so as to get fully prepared.
